Recommendation: <br />Direct staff to incorporate the Housing and Human Concerns Committee's <br />recommendations for HSFA for FY 07 -08 into the FY 07 -08 budget to be presented <br />for review by Council in June. HSFA recommendations are being presented this <br />evening as a part of the overall Annual Action Plan for the City's use of HUD funds. <br />The Council will take no action at this time. (404) <br />City Manager Everett left the Council dais due to his board member position on one of the <br />agencies being considered on Item 9.A. <br />9. PUBLIC HEARINGS - <br />A. Fiscal Year 2007 -08 Annual Action Plan in support of 2005 -2010 Consolidated Plan <br />— Building Community through Housing Production and Basic Human Needs <br />Housing and Development Manager Webb explained the Annual Action Plan. She <br />explained an error on page 13 of Item 9.A., stating that the figure should be <br />$41,576.90. <br />HHCC Chair Bondonno stated that the details are in the report and asked that <br />Council accept the recommendations to be forwarded to HUD. <br />Council comments included a request for explanation of the term "citywide" that is <br />used in the document and an explanation of CHOTO. Comments about low usage <br />of home improvement funds were made and a request that higher priority for the <br />Community Housing Development organization be made. <br />Mayor Pierce opened the public hearing. <br />Council Member Aguirre recused herself and left the dais due to her position on the <br />Board of Shelter Network. <br />Brian Greenberg, Director of Programs and Services for Shelter Network, thanked <br />Council for the support. <br />Bruce Hamilton, Executive Director of HIP Housing, on behalf of their clients, <br />thanked Council for the longstanding partnership. He stated that HIP Housing is the <br />only CHOTO of a total of 5 CHOTO's in the County so the monies are relatively <br />small and not enough to apply to a program. He further commended the HHCC and <br />expressed the desire to partner with other CHOTOs in the County. <br />M/S Foust/Ira to close the public hearing.
