<br />REPORT <br /> <br />6.1F <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />July 9,2007 <br /> <br />SUBJECT <br />Award of Contract for the Marine Parkway Overlay Project <br /> <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the contract for the Marine <br />Parkway Overlay Project to the lowest responsible bidder, O'Grady Paving Inc. of <br />Mountain View, California, for their lowest responsive bid of $503,369.84. <br /> <br />BACKGROUND <br />The Marine Parkway Overlay Project is part the City's Roadway Management System <br />(RMS) Program, which performs on-going pavement irnprovements. The purpose of <br />this project is to repair and resurface a segment of Marine Parkway (between Island <br />Drive and Shell Parkway) with a new rubberized asphalt concrete overlay. Streets that <br />are trenched as a result of work on the Recycled Water Project will receive a slurry seal <br />process to restore the surface in September, 2007. However, this section of Marine <br />Parkway is in particularty poor condition and deteriorated to the extent that an overlay, <br />rather than a slurry seal treatment, is necessary to adequately restore the roadway <br />surface. <br /> <br />The roadway will require re-striping subsequent to resurfacing. The need to re-stripe <br />creates an opportunity to incorporate bicycle lanes. To accommodate the proposed <br />bicyCle lanes, lflenumber of vehicle traffic lanes wil1 remain unchanged, but each lane <br />will be slightly narrowed while remaining within minimum lane width standards. <br />Additionally, staff believes that narrowed lane width has a desirable calming influence <br />on traffic speed. Staff met with the Bicycle and Pedestrian Committee on this issue and <br />future opportunities to include bicycle lanes resulting from other upcoming roadway <br />projects. The Committee supports the inclusion of bicycle lanes on this segment of <br />Marine Parkway and throughout the Redwood Shores area. <br /> <br />The July 2007 issue of The Pilot newsletter will include information on the upcoming <br />road resurfacing work, and the addition of bicycle lanes on this roadway project and <br />other Redwood Shores streets. Unless directed otherwise by Council, staff will include <br />bicycle lanes ana related signage on tflis prOject. <br />The five (5) bids received at the bid opening on June 27,2007 are summarized below. <br /> <br />Bidder Bid Amount <br />C.F.
