EXHIBIT "A"
SCOPE OF SERVICES
AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES
KENNEDY/JENKS CONSULTANTS

REDWOOD CITY RECYCLED WATER PROJECT
DISTRIBUTION SYSTEM DESIGN
BID PACKAGES 6 to 9

-(

LOCATION AND DESCRIPTION OF PROJECT:
The City of Redwood City ("City") is currently constructing a recycled water distribution system
("Project") located within the City. The Project consists of new recycled water pipelines to serve
landscape irrigation, commercial, and industrial customers in the Redwood Shores, Greater
Bayfront, and Seaport Project Areas as described in Kennedy/Jenks Consultants' Technical
Memorandum for Refined Project Feasibility Analysis -Alternative E, dated 21 February 2004,
in the Technical Memorandumfor Phasing Concepts and Key Issues -Alternative TF, dated 28
May 2004, and subsequent technical memoranda.

This Project, Bid Packages 6, 7, 8 and 9, includes pipeline improvements that will be constructed
within street rights-of-way in the western half of the Seaport Project Area (Bid Package 6), the
Greater Bayfront Area along East Bayshore Road and Blomquist Street (Bid Package 7), the
Redwood Creek crossing (Bid Package 8), and the Westport Office Complex within Redwood
Shores (Bid Package 9). This Project also includes designing improvements for the existing
Highway 101 Bike Path pipeline, and preparing record drawings and GIS conversion for Bid
Packages 1 to 5. Key features of the Project include:

. Approximately 15,700 lineal feet (if) of new recycled water distribution pipelines,
ranging from 14-inches to 24-inches in diameter, which will connect to users along the
western half of Seaport Blvd., connect the Highway 101 Bike Path pipeline with the
Greater Bayfront Area, cross Redwood Creek, and connect to users in the Westport
Office complex area; and approximately 3,700 If of new branch recycled water pipelines,
ranging in size from 8-inch to 24-inch. The pipelines will be installed in streets owned by
the City or within easements obtained by the City with assistance by Kennedy/Jenks
Consultant. It is anticipated that all of these pipelines will be constructed by open trench
methods, with the exception of several bore and jack crossings for branch pipelines in Bid
Packages 6 and 7, and the creek crossing in Bid Package 8, which may be constructed
using trenchless construction methods or by attaching to a bridge. These pipelines will
include:

Bid Package 6, which will include a new 14-inch diameter recycled water pipeline,
approximately 2,300 If, in Seaport Boulevard from the east end at Chesapeake Drive
to Blomquist Street. This pipeline will be connected to a 14-inch pipeline at
Chesapeake Drive, which is being installed as part of Bid Package 5, and to a 24-inch
pipeline at Blomquist Drive that will be installed as part of Bid Package 7. There will
also be a 24-inch stubout at Blomquist Drive for a future pipeline to Central Redwood

Agreement over $1 OK
KennedyJenks Rev-2 112603

10
