<br />7C <br />Page 1 <br /> <br />REDWOOD CITY <br />COUNCIL <br /> <br />Memo <br /> <br />To: <br /> <br />From: <br /> <br />Council Members <br />Mayor Barbara Pierce <br />July 19, 2007 <br />New Association of Bay Area Govemments (ABAG) Housing Numbers <br /> <br />Date: <br /> <br />Re: <br /> <br />As the Councilmember serving as the policy representative for Redwood City determining <br />the regional housing numbers, I wanted to report to Council on the status of the <br />discussions and the new regional housing needs number for Redwood City. This is an <br />informational report with Council direction suggested should future action be needed. No <br />action specific action is needed at this time. <br /> <br />The ABAG is the regional body that is responsible for assigning the housing production <br />numbers that the State detennines are needed to respond to anticipated state population <br />growth for the next 5 years. In the past the regional housing needs allocation (RHNA) <br />process included no real input or involvement from local jurisdictions. <br /> <br />This year, the 20 cities of San Mateo County and the County of San Mateo joined together <br />to become a countywide "sub-region" and fonned an ad hoc joint powers authority to locally <br />administer the RHNA process. The City/County Association of Governments (CCAG) was <br />selected to represent the sub-region. A Policy Advisory Committee (PAC) comprising of <br />one representative from each of the 21 jurisdictions was agreed to serve as the governing <br />board of the sub-region. A Technical Advisory Committee (TAC) of one staff member from <br />each agency was formed to provide the technical support for the process. <br /> <br />After a number of meetings of the Technical and Policy Committees, and the exploration of <br />three formulas and additional adjustments, draft numbers have been developed for each of <br />the jurisdictions of the sub-region. Both committees unanimously approved the proposal as <br />the Draft Allocation and it was submitted to ABAG. While there is still some discomfort with <br />some of the allocations for some jurisdictions, the process enabled more involvement by <br />each of the jurisdictions in determining the numbers and the overall number to be planned <br />for was less than would have been assigned if we had not worked together. The number <br />for Redwood City is 1832, which is less than the number assigned for the last 5 year <br />period. <br />
