The Offer of Compensation has been considered and is hereby <br />determined to be just and in accordance with the appraisal prepared by Fox, <br />Fabbro, Ferrari & Associates, Inc., dated October 4, 1995. <br /> <br /> 2. The public interest and necessity required the proposed Project. <br /> <br /> 3. The proposed Project is planned and located in the manner that will be <br />most compatible with the greatest public good and the least private injury. <br /> <br /> 4. The Subject Property sought to be acquired and described herein is <br />necessary for the proposed Project. <br /> <br /> 5.
