Agreement Designating San Mateo Community College District as Lead Agency for Canada College Faculty /Staff Housing Project City Attorney Yamamoto stated that both Mayor Pierce and Council Member Bain have described the fact that they live within a certain distance of the project site although staff has not determined the exact distance. As a matter of caution, Mayor Pierce and Council Member Bain may remain on the dais but not participate on any vote on the matter until disclosure of the proximity of residence to project site has been made. Council Member Aguirre is an employee of the College District, however, because it is a public agency the salary and benefits received as a public employee does not constitute income pursuant to the Political Reform Act. Therefore, Council Member Aguirre may participate on this particular item. Ron Galatolo, Chancellor of Canada College, spoke of the successful implementation of College Vista at San Mateo Community College. The project provided housing for 44 faculty and its success prompted expansion of that project to the Canada campus and adding up to 50 additional units. He gave the background and cited statistics on salary and housing ratios from 1970 to today. He extended an offer to conduct a joint meeting of the City Council and the Board of Trustees to be held at Canada College to see the site and how the campus has transformed. Tom Mohr, President of Canada College, stated his expectation that Council will be surprised at the look of the new quad and vista. He further described the facility stating that he has never seen such a beautiful facility for the fundamental services rendered to the young people, many adults, and the community. Recommendation: M/S Foust/Howard to approve by motion an agreement designating the San Mateo Community College District as Lead Agency for the purpose of conducting environmental review of their proposed faculty /staff housing project at the Canada College campus in accordance with the California Environmental Quality Act (CEQA) (Attachment 1). The City of Redwood City, as well as the Town of Woodside and the San Mateo County Local Agency Formation Commission (LAFCo) will act as Responsible Agencies. The motion passed by a majority roll call vote with Mayor Pierce and Council Member Bain not participating in the vote.
