6.1 Section — Motions — (continued) <br />I. Agreement Designating San Mateo Community College District as Lead Agency for <br />Canada College Faculty /Staff Housing Project <br />City Attorney Yamamoto stated that both Mayor Pierce and Council Member Bain <br />have described the fact that they live within a certain distance of the project site <br />although staff has not determined the exact distance. As a matter of caution, Mayor <br />Pierce and Council Member Bain may remain on the dais but not participate on any <br />vote on the matter until disclosure of the proximity of residence to project site has <br />been made. Council Member Aguirre is an employee of the College District, <br />however, because it is a public agency the salary and benefits received as a public <br />employee does not constitute income pursuant to the Political Reform Act. <br />Therefore, Council Member Aguirre may participate on this particular item. <br />Ron Galatolo, Chancellor of Canada College, spoke of the successful <br />implementation of College Vista at San Mateo Community College. The project <br />provided housing for 44 faculty and its success prompted expansion of that project <br />to the Canada campus and adding up to 50 additional units. He gave the <br />background and cited statistics on salary and housing ratios from 1970 to today. He <br />extended an offer to conduct a joint meeting of the City Council and the Board of <br />Trustees to be held at Canada College to see the site and how the campus has <br />transformed. <br />Tom Mohr, President of Canada College, stated his expectation that Council will be <br />surprised at the look of the new quad and vista. He further described the facility <br />stating that he has never seen such a beautiful facility for the fundamental services <br />rendered to the young people, many adults, and the community. <br />Recommendation: <br />M/S Foust/Howard to approve by motion an agreement designating the San Mateo <br />Community College District as Lead Agency for the purpose of conducting <br />environmental review of their proposed faculty /staff housing project at the Canada <br />College campus in accordance with the California Environmental Quality Act (CEQA) <br />(Attachment 1). The City of Redwood City, as well as the Town of Woodside and <br />the San Mateo County Local Agency Formation Commission (LAFCo) will act as <br />Responsible Agencies. The motion passed by a majority roll call vote with <br />Mayor Pierce and Council Member Bain not participating in the vote.
