Discussion on land banking and subsidies ensued. Comments included the <br />desire to incorporate the creek for a public experience on the Bradford site that <br />could ultimately extend along the creek line and requesting an update on that <br />concept. <br />Council consensus on the proposed Redevelopment Agency Budget for Fiscal Year <br />(FY) 2007 -08 was expressed. <br />Recess: 9:15 -9:30 p.m. <br />3. Utility Users' Tax <br />Director of Finance and Financial Planning Ponty explained gave a summary of <br />some legal and technological issues that could place a significant portion of the <br />City's Utility Users' Tax (UUT) at risk. He gave the background about the <br />current status of the UUT, including some of the legal developments that have <br />been occurring very rapidly over the last year and some of the long term <br />technological trends. (PowerPoint presentation on file) <br />Don Solem and Vanessa Chan of Solem and Associates reported on the public <br />opinion survey of registered voters in Redwood City conducted in May 2007. <br />Council asked various questions. <br />Consensus from Council to direct staff to prepare a ballot measure for the <br />November 6, 2007 election, a resolution placing it on the ballot and introduction <br />of an ordinance, direct impartial analysis be prepared, and provide for ballot <br />argument authors. The ordinance will add a new article to the municipal code <br />pertaining to telephone and video utility users' tax, specified 4 %, modernizing <br />language to make equitable to all payers irrespective of the equipment or <br />services being utilized by Redwood City residents, provide for an audit by the <br />Finance Director, and confirm collection of the existing tax. <br />8. MATTERS OF COUNCIL INTEREST — <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 23 -2007. Council may direct staff to act on positions <br />taken by Council. (Copies of League of California Cities Priority Focus available in <br />City Clerk's Department). <br />B.
