Mr. Thomas Passanisi
June 20, 2007
Page 3

Impact Sciences' proposed scope of work does not include preparation of
the Precise Plan.

Schedule

Impact Sciences' schedule for the project will follow The Preserve at Redwood
Shores as it moves through the City's entitlement process. At this writing, it is
expected that the project will receive final City Council approval late 2007.

Budget

Impact Sciences has estimated a total budget of $18,705, at a billing rate of $145 per
hour, to complete Tasks 1 through 4, based on our current understanding of the
project. The budget estimate is not intended to be a "not to exceed" estimate
inasmuch as the project and process present a number of uncertainties that cannot
reasonably be projected at this writing. If Impact Sciences determines that an
augment to the scope and/or budget is required in response to unforeseen project
factors, Impact Sciences will notify the City and execute a scope and/or budget
augment before commencing any out of scope or out of budget work.

Deliverables

There are no major deliverables associated with Impact Sciences' proposed scope of
work.

Key Project Team Member

Oain Anderson, Associate Principal, will serve as Project Manager for all phases of
the project. Mr. Anderson will be the primary contact for all communications
between City staff throughout the project.

Limitation and Assumption

The scope, schedule, and budget outlined above are predicated on the following
limitations and assumption:

. Impact Sciences may reallocate time and budget among the Impact
Sciences team and among the identified tasks without further approval
by the City of Redwood City.

Tom, again, thank you for inviting Impact Sciences to submit a proposal to assist the
City of Redwood City in the review and entitlement of The Preserve at Redwood
