Our original scope of work
envisioned a process guided by 5 tasks that included:

. Task 1. Review Background Data and Site Reconnaissance;

. Task 2. Prepare Administrative Draft Initial Study/Mitigated Negative Declaration (IS/MND);

· Task 3. Prepare IS/MND;

. Task 4. Prepare Responses to Comments and Mitigation Monitoring and Reporting Program;
and

. Task 5. Project Entitlement and Management.

The process that has evolved since acceptance of our original proposal is considerably different than what
was envisioned nearly 9 months ago, and at this time we find it necessary to request that the city consider
an augment to our scope and budget.

Progress to Date

At this time we have completed review of background data and conducted several site reconnaisances
both with and without city staff (Task 1) and completed the Administrative Draft Initial Study (Task 2)
and submitted that draft to the city for review and comment. Completion of Task 2 also included
completion of peer reviews of applicant commissioned biological resources, traffic, and cultural resources
studies, which have been completed. Tasks 3, 4, and 5 have not been completed.

OFFICES IN NORTHERN AND SOUTHERN CALIFORNIA
