To date, the Impact Sciences team has expended the
contracted budget with work efforts that were not originally anticipated in the
contracted budget. A detailed description of the reasons why the budget has been
expended and the additional services that have been performed to publish the
IS/MND is provided in this letter. We have also provided the costs to finish the
IS/MND through the decision-making process.

Out of Scope Work

According to our July 21, 2008 letter, there was a balance of $8,665.68 in our approved
budget. This included:

. $1,792.50 to complete the IS/MND and publish it;

. $1,781.23 to address comments received on the circulated IS/MND; and

. $5,091.95 for the entitlement process.

To date, the remaining balance has been expended to assist the City with moving this
project forward. Additionally, a negative balance in the amount of $3,600 has been
accumulated. The environmental and entitlement process for this project was
anticipated to begin and finish in less than a year. Our contract with the City has been

OFFICES THROUGHOUT CALIFORNIA
