Mr. Thomas Passanisi
December 3, 2008
Page 5

Contingency (Optional)

Response to Comments/Additional Work Efforts

The project is the subject of extensive neighborhood concern for people living in the
Finger Avenue neighborhood and also for people living in San Carlos across the creek
from the project. This has required more responses to public inquiries and the review
of the various written comments that have been submitted from these concerned

members of the public. Because it is difficult to gauge the extent of public
involvement and the amount of time needed to respond to the public during the
project approval process and to respond to comments on the environmental
document, and based on our experiences with this project to date, we are proposing
that a contingency in the amount of $8,000 be set aside that would be used in the
circumstance that additional work efforts are required to finish this process. This is an
optional task, and would serve to be beneficial since it would enable us to keep
moving forward if additional funds are necessary without returning to the City
Council for approval of additional funds.

Estimated Cost

The estimated cost is shown below in Table 1, Cost Estimate. The table presents the
cost to finalize the IS/MND, including the recovery costs and the contingency. The
cost shown for task 1 is that the actual cost required to publish the IS/MND. This
amount and the recovery costs totaling $15,490 have not been billed to the City, but
are provided in a draft invoice, invoice #15066, attached to this letter. Also as shown
in the table, the estimated cost to complete the IS/MND through action to the
Planning Commission is $5,360. The total costs, including payment for work already
performed beyond the initial budget and to complete the IS/MND, is $20,850. We
have attached all the invoices that have been billed to date from July 2007 to October
2008. We have also included a draft invoice (invoice #15066) that shows the unbilled
amount that has accumulated since September 2008.

OFFICES THROUGHOUT CALIFORNIA
