Box 391 <br />Redwood City, CA 94063 <br /> <br />Re: Contract Planning Services for 134 Maple Street and Surrounding Study Area <br /> <br />Dear Jill: <br /> <br />I am pleased to submit this proposal to outline a scope of work for contract planning <br />services for the City of Redwood City. The intent of the proposed service is to provide <br />project management and processing of planning entitlements and environmental review <br />associated with rezoning of a "study area" as well as a proposed project at 134 Maple <br />Street within the study area, which consists of a skilled nursing facility. It is my <br />understanding that, at a minimum, a Zoning Map Amendment will be required for the <br />project which will result in a new zoning district for the study area. The City's Central <br />Business (CB) Zoning District will be used as a base zone with appropriate adjustments <br />made to it in order to create a transition district between the new Downtown Precise <br />Plan's eastern boundary and an adjacent multi-family residential neighborhood. The <br />transition zone area would include the applicant's site as well as neighboring parcels <br />within the study area. I would prepare an Initial Study for the project's environmental <br />assessment with the anticipation of it resulting in a Mitigated Negative Declaration. This <br />environmental review will function as both a "program" assessment for the entire study <br />area subject to rezoning; and as a "project" assessment for the skilled nursing facility <br />proposal. In addition to environmental review, design review and potentially a Use <br />Permit will also be required for the proposed project at 134 Maple Street. <br /> <br />Special areas of study that will be considered in the environmental assessment include the <br />following: <br />· Noise: It is understood that the City of Redwood City recently conducted noise <br />monitoring very near the study area and project site. This information can be used <br />to evaluate the proposed project and the required mitigation measures for <br />construction practices and materials. <br />· Hazardous Materials and Site Contamination: Some of the sites within the study <br />area including the project site at 134 Maple Street have been in industrial use. It is <br />understood that in the case of 134 Maple, a Phase 1 site assessment will be <br />available for reference. San Mateo County Environmental Health records will be <br />referenced for the other parcels in the study area. <br />· Redwood Creek: Redwood Creek is in a day-lighted, but channelized condition <br />immediately adjacent to the project site at 134 Maple Street. The proposed project <br />might include improvements to Redwood Creek, including possible public access. <br />
