<br />7A <br />Page 45 <br /> <br />Conditions of Approval apply to the gas station, but do not apply to the <br />warehouse. <br /> <br />1. In the event that any portion of the proposed gas station is determined by the <br />Zoning Administrator to have an adverse impact on the surrounding <br />neighborhood, the conditions of approval may be amended after a noticed <br />public hearing. <br /> <br />2. MMRP StanGlard Condition 4.11-3: All USTs and associated piping shall be <br />properly installed in accordance with a code of practice developed by a <br />nationally recognized association or independent testing laboratory. Tank <br />and piping system installation practices and procedures described in the <br />following codes may be used to comply with the requirements of the following <br />sections: American Petroleum Institute Publication 1615, "Installation of <br />Underground Petroleum Storage System;" or Petroleum Equipment Institute <br />Publication RP100, "Recommended Practices for Installation of Underground <br />Liquid Storage Systems;" or American National Standards Institute Standard <br />831.3, "Petroleum Refinery Piping," and American National Standards <br />Institute Standard 831.4, "Liquid Petroleum Transportation Piping System. tt <br />In addition, settlement monitoring is recommended prior to construction. <br /> <br />3. MMRP Mitigation Measure 4.4-4: The project applicant shall contribute its fair <br />share of the cost to upgrade Willow Street based on its proportionate <br />contribution to the increase in traffic volumes on this local street. Upgrading <br />of street may include: street reconstruction and new pavement, catch basins, <br />sidewalk/curb/gutter, streetlights, street trees, and possible traffic calming <br />(e.g., speed humps). The City will be responsible for implementation of the <br />street upgrade. Costco's financial contribution to the design and <br />implementation of these improvements is expected to be approximately <br />$80,000. Costco's contribution shall not exceed $100,000. The contribution <br />amount will be determined by Engineering and Construction Services. The <br />installation shall occur within 12 months of gas station opening and the timing <br />of the installation will be coordinated with adjacent businesses, residents, and <br />Hoover School. <br /> <br />4. The proposed gas station is subject to the City's Transportation Impact Fee in <br />place at the time of Building Permit issuance. The fee will be based on the <br />PM peak hour trip generation of the proposed use with credit being given for <br />the existing use. The traffic study prepared for this project indicates that the <br />net increase in PM peak hour trip generation associated with the Costeo gas <br />station is 60 trips. The current Transportation Impact Fee rate per trip is <br />$1,501.59 and, thus, the fee is expected to be $90,095.40. <br /> <br />5. All mechanical equipment associated with the gas station use shall be <br />screened, underground or otherwise coordinated with other site utilities. <br /> <br />Page 18 of 21 <br />
