7A
Page 46

6. Operation of the Costco gas station shall include full time supervision by an
on-site attendant. The attendant shall be responsible for assisting customers
at the pumps and with efficient queuing. During peak times (weekday evening
commute and weekend afternoon times), a second attendant will be available
to assist gas station customers if the gas station queue contains more than 12
cars (e.g. an average of two cars in each of the eight lanes leading to pumps).
Large queues shall be managed by enough personnel to ensure that queues
never interfere with emergency vehicle access routes.
'"

7. The applicant shall provide an electric vehicle (EV) charging facility in a
conveniently accessible and appropriately signed location on the Costco
property.

8. The hours of operation for the new Costco gas station are approved as
requested from 6:30 AM - 9:30 PM Monday - Friday; 9:30 AM - 6:00 PM
Saturday; and 10:00 AM - 6:00 PM Sunday.

9. Tanker truck deliveries shall be generally consistent with warehouse delivery
hours. Tanker truck deliveries are allowed between 4:00 AM and 4:00 PM. To
the extent possible, the applicant shall ensure that tanker truck deliveries not
occur during the PM peak hour commute, evening or nighttime hours.

10. The applicant shall install trash and recycling receptacles for cans and bottles
generated by on-site customers in the gas station.

11. The applicant shall submit a revised design including a gas station with 12
vehicle fueling positions for review and approval by Community Development
Services. The design shall be similar to the previously proposed 16 vehicle
fueling position design and location in the "Expanded Warehouse and
Relocated Gas Station" Alternative studied in the EIR, but with four fewer
fueling positions, and two fewer lanes. The design shall also include capacity
for 13 more vehicles to queue. The design, including the additional queuing
capacity area, shall ensure that queues do not conflict with drive aisles, fuel
and delivery truck routes, and emergency access routes.

Architectural Permit: Site Development

The Zoning Administrator has approved the Architectural Permit based on a
recommendation from the Architectural Review Committee and the following
Standards. Conditions of Approval associated with the Architectural Permit are
incorporated in the Conditions of Approval for the Use Permits, as listed above:

. Sufficient variety in the design of the structure and grounds to avoid
monotony in the external appearance of the project;
