7A
Page 52

possible that using our conservative scenario will only increase the 80 net new peak-period trips in excess of 100, J3
thus requiring a CEQA review process. The projected 390 trips used to arrive at the 80 net new peak-period trips
was already correlated with the 540,000 gallons figure in the DEIR. Please explain this.

In addition to the above, we continue to find numerous articles and writings regarding Costco and I or a Coslco
gas station that are eye opening and/or are shared concerns.

in the Mountain View Voice online, there was an article on April 28,2006 that states, in part, ~...ElIis Bums,
economic development manager for Mountain View...said...during talks between Costeo execs and city officials,
both parties decided there wasn't enougn room for Cars to queue in Une for the cheap gas. Nowadays, that room
would certainly be needed..." Even ifthis is a perception-related comment, many times they are true. Queued
cars equates to, among other stated problems, poorer air quality due to long lines and more traffic circulation
issues.

We also read online in the Menlo Park City Council transportation minutes of October 12, 2005 that,
"...Commissioner Lawrence expressed his concern that with the opening of the Costeo gasaline pumps in
Redwood City, the Menlo Park gas stations would be at a disadvantage and would consequently lose their
business." See attached. Even if this is a.perception related comment, many times they are true. As you can
see, this concern reaches roore widespread into streets close to the proposed station but into surrounding cities
and their businesses.

We read online tn the Redwood City 2006-2008 Fiscal Year Budget Report the following statement: · ...Our flat
sales tax growth reflects the expe.cted closure of Costeo in the latter part of FY 2006f2007for reconstruction..." Is
it the possible closure for reconstruction, of the Redwood City Costco ??

We also read online in a Busines$Week article dated September 12, 2005 that "...Thegoal at the 227 U.S.
Costcos offering gas is to beat prices at the fIVe nearest stations, says CFO Richard Galanti." If this is the
business practice implemented,1 wonder how these stations will continue to viably make money.

We aiso read onHne in the Arizona Daily Star, dated Fabruar/6, 2004 that, "C.ostco Wholesale's cheap gasoline
prices attl'l:lcted so many bargain-hunting oustomers that the company temporarily shut down one of its Tucson
stations last month to avoid violating an air-quality permit....They were more successful than they had expected to
be with their gasoline sales...The Grant Road Costeo sells 13.2 mllllon gallons of gas annually, but it's seeking a
revised Department of Air Quality permit that would allow 15 rrinliongallons to be pumped there." This example
shows us that projections and estimates can be wrong.

In closing, please do not approve Costco~s plan for an Inclusion for a 16-pump .fueling station. We, as residents
neighboring Costeo, have so much more to lose than gain with the addition of a gas station. Any alternative that
is notso close to residential areas aswe are is a better alternative. As the saying goes, please put yourself in our
shoes. Acceptable levels should not mean approval. Thin\< of us.

Respectfully,

Gary and Leticia Cruz.
615 Flynn Avenue

6/14/2007

cJ
