Page 4.4-8 indicates that "Internal Trips occur in <br />mixed-used developments where trips are generated by patrons travel between different internal uses at a site (in <br />this case Costco Wholesale and the member-only fuel station)." Internal trips must Q!jginate from somewhere so <br />if such trips are not "Pass~by trips" and they are not "Diverted Trips," wouldn't they be considered "Primary Trips;" <br />thus "Net New Trips?"
