The trip reduction for internally <br />captured trips is separate from the reduction for pass~by trips and diverted trips. <br />These are two distinct phenomena, and both could be applicable for a proposed <br />development. <br /> <br />For retail establishments, and especially for gas stations, traffic engineering practice <br />has determined through extensive field analysis that these types of "trip reductions" <br />should be applied to the estimated gross trip generation values of proposed uses in <br />order to determine the number of net new trips. That is the methodology used in the <br />Costco traffic study.
