I am here as a co-chair <br />for the Redwood Village Neighborhood Association. <br /> <br />Tonight. I have chosen to talk about several areas regarding the COSTCO project <br /> <br />Gas Station <br /> <br />ill regards to the proposed fueling center there are four points I would like to make. <br /> <br />Some back!P'ound information for the flrst point: <br /> <br />The draft EIR. stated the proposed sales were 540Kgallons per month. <br />The fi.na! EIR has amended the sales to 750K gallons per month. This represents <br />an increase of approximately 39% in proposed gas sales. <br />- The fmal draft has a letter from Costco stating the traffic estimates are based on <br />traffic trips to the pump and not on gas sales. <br />- Costco says the traffic estimates are based on sales of 790K gallons per month. J <br />How are we to believe the trafflc figures when they are the same ones presented <br />for sales of 540K gallons per month? How does one increase sales by 39% and <br />not increase the traffic volumes? 1 <br />..,. Using 79 hours of operation per week for the gas station. 750K gallons per <br />month, and an average of 13 gallons per car, the number of cars fueling will be <br />13.314 per week or 2,120 cars per day on weekdays and 1,357 per day on <br />weekends every week that the station is in operation. Keep in mind, these are not <br />one-way trips. These cars have to exit Costco and travel on the local streets. This <br />doubles the number to over 26K per week. or 4240 cars on per weekday and 2713 <br />per weekend day. 2 <br /> <br />The point is that something just does not seem to add up. The EIR indicates there will be <br />no appreciable increase in traffic. How does 26K trips per week not impact the local <br />streets and residents? How does one use the .same traffic study for gas sales projections <br />that differ by 399'0? Even the Downtown Precise Plan, indicated additional car trips <br />would be generated. Costco would like to assume only the cars already visiting the <br />warehouse will visit the gas station. Personally speaking, I only visit the CostCQ <br />warehouse on an average of one per month. I buy gas once per week. If I was a typical <br />customer, I would increase my visits to 4 times per month. This represents an increase of <br />300% in the trips I would make per monm. 3 <br /> <br />Some background information forme second point: <br /> <br />- The draft nor the final EIR do not include the effects of cut through traffic from J <br />the Stanford Outpatient Center Project. 4 <br />It is human nature to for drivers to seek out the shortest and most convenient <br />route. <br />
