<br />Response to Comments in FEIR Letter C <br /> <br />1. Issues regarding the Costco cumulative traffic analysis and its relationship to the <br />Stanford Outpatient Center Project and the Downtown Precise Plan traffic <br />analyses are discussed in the staff response to the appeal letter. See <br />Attachment 2 to this staff report. <br /> <br />2. With regard to the distinction between the types of trips associated with the <br />Costco project, see response to FEIR comment letter A-2 above. The <br />methodology used to determine these trip reductions is based on traffic <br />engineering practice and extensive field analysis. The rates for all of these types <br />of discounted trips is based on extensive data collected from other Costco stores. <br /> <br />3. The explanation of how trip generation correlates with fuel sales was described <br />at the June 19, 2007 Planning Commission hearing and is further detailed in the <br />staff response to the appeal letter.
