<br />7A <br />Page 70 <br /> <br />This seems to be a good place to explain my second concern which questioned the <br />comments in Costco's DraftEIR that most residents of the neighborhood would not be <br />home during the hours of construction and operation and that Hoover students are not in <br />school long enough to be affected by any possible contaminates. I said Hoover <br />Elementary, with 880 students, is a. neighborhood school and I asked where did the <br />consultants think these students live? Costco is also very close to Hoover Park (which is <br />heavily used by athletes), the Boys and Girls Club (used by kids), and the Hoover pool <br />which offers swim lessons to all residents. <br />~ <br /> <br />In the Final ElR under Diesel Exhaust Emissions During Construction Activities (page 3- <br />10) the City's response to concerns is that the "impacts from diesel exhaust emissions are <br />cumulative over a person's lifetime. The risk factor associated with diesel exhaust <br />exposure is based upon a person standing outside their residence for the next 70 years, <br />365 days per year, 24 hours per day. Construction equipment exhaust emissions are <br />temporary; they occur during daytime periods when breezes in Redwood City are <br />normally strong, and many people are awa..y from their homes." <br /> <br />Here are those breezes again and no study cited about the demographics of our <br />neighborhood. So who ~ left in our neighborhood? My observations are that this <br />neighborhood is filled during the day with regular people and sensitive receptors. <br /> <br />In response to the statement "someone standing outside their residence for the next 70 <br />years" wwere you affected by the fire the day before Easter at the car recycling center on <br />Seaport? Our neighborhood was clouded in thick gray smoke until the wind shifted. <br />When I first smelled the smoke, my husband told me ab.out seeing the fire as he waS <br />coming back from Belmont on 101 earlier. At that point the smoke was settling in. I <br />went upstairs where our windows were opened. The smoke was there. The neighbors' <br />children stayed outside ridingbikeswithari adultsUpetvising. I went on the internet. <br />Palo Alto's website had details about the fire and alerts to their residen+.s. Redwood <br />City's websitehad nothing. Several neighbors got phone calls from the County to stay <br />indoors. They seemed to be residents with chronic health problems. No one ce:l1ed us. <br />This was, as you know, the second fire at that site this year. <br /> <br />So, does someone really need to stand outrride for the next 70 years to experience <br />excessive levels of pollution? We all have years of exposure to ponutants from various <br />sources.
