You can read on your oWn if you want more details. <br /> <br />I wondered why similar information is not included in Costeo's Em.. 0 <br /> <br />That led me to The Stanford Outpatient Center Project. <br /> <br />You might remember that Costco's expansion is listed in Stanford's Em. under <br />Cumulative Impacts, but it is not the other way lU'ound. <br /> <br />Included in Stanford's DEIR.: <br /> <br />The Section 12.1 Setting has great descriptions of our roadways. It lists fourteen <br />intersections, including Woodside R()ad at Veterans, at Broadway, at Bay, and at <br />Middleneld, Broadway/Charter, BroadwaylDouglas, Bay/Cha.rter, and BaylDouglas, that <br />will be affected by their project. <br /> <br />12.2.3 C/CAG Guidelines (City/County Association ofGiJvernments). "C/CAG has <br />adoptedguideIines for its Congestion Management Program (CMP) in order to reduce <br />regional traffic impacts of substantive new developments. The guidelines apply to all <br />projects in San Mateo County tbat generate 100 or more net new peak-peak trips on <br />the CMP network and are subject to CEQA review. (1.) Determine if a combination a <br />acceptable mitigation optionS/measures is possibletbat have the capacity to fully reduce <br />the demand for net new trips that a project is anticipated to generate on the CMP roadway <br />network (including the:first 100 trips)... <br /> <br />It is my conclusion that Costco's and the City's traffic estimates remain low to dodge the <br />C/CAG guidelines requiring mitigations to get people to use alternative means of <br />transportation to avoid increasing traffic congestion. If your intent is to sell gas, getting <br />people to use alternative means of transport is like shooting yourself in the foot. <br /> <br />4 <br />
