<br />7A <br />Page 73 <br /> <br />Similar to Costro's traffic studies, Stanford finds the intersection of Woodside Road! <br />Middlefleld will be rated LOS F with or without their project. They also conclude that <br />the Broadway/Charter intersection will have a significant impact with the addition of <br />their project but can be mitigated with a stop light. <br /> <br />Broadway/Charter and Broadway/Douglas will be used more by people cutting through <br />the neighborhoods to get between the two projects. The conclusion that our <br />neighborhoods will not be severely affected by cut through traffic is ridiculous. My <br />statement that m~ local residents would use Charter as their primary route to Castro <br />(turning left on Middlefield to use the second driveway by SafeKeep) was responded to <br />by the City this way: "The comment is noted. Specific travel routes toIfrom Redwood <br />Village and Costeo will be determined by individual motorists." I agree. And so will aU __ l <br />the "pass-by" trips and "diverted" trips (defined on pages. 4.4..;8 and 9 in Costeo's DEIR). ~ <br /> <br />In researching for my responses I came across information (attached) that supports our <br />concerns for the students of Hoover school, athletes using Hoover Park and our <br />neighbors. <br /> <br />ADEQ (Arizona Department of Environmental Quality) Fact Sheet on Particulate Matter <br />Health Information lists the most at risk people exposed to this pollutant as those with <br />heart and lung disease, older adults, children (especially when physically active), and <br />people with diabetes. They state that children's increased risk is because their lungs are <br />still developing, they spend more time at high activity levels, and they are more likely to <br />have asthma or acute respiratory disease which can be aggravated when particulate levels <br />are high. Tips to reduce particulate matter include: car pooling, using public <br />transportation, biking, and walking, and avoiding extended idling of cars. <br /> <br />The Harmful Effects of VerJ.cle Exhaust: A Case for Policy Change says the National <br />Safety Council estimates that idling for more than a half a minute bums more gas than it <br />takes to restart your engine. <br /> <br />An article from Maryland's Department of the Bnvironment promoting "turnoff the key, <br />be idle free" states that traffic congestion increases when school is in session. This <br />increases children's risk exposure to tailpipe exhaust from buses and cars. It also says cJ <br />"In general, children are more sensitive to air pollution because they breathe 50 <br />percent more air per pound of body weight than adults." 7 <br /> <br />6 <br />
