In section 9.4.4, <br />Alternative Analysis of the DEIR, there is a discussion of 557 East Bayshore Road, <br />Redwood City, as the Alternative site. <br />If we really want to be honest here- this is not really being considered. Is this just <br />filler material in order to satisfy the requirements of CEQA in this EIR.? It is public <br />knowledge that the City of Redwood City is trying to acquire this site for an Auto <br />Mall. Concurrent with the Public comment period to the DEIRof the Costco Project. 2 <br />the City opened a public comment period for an Auto Mall at 557 East Bayshore. <br />This shows that in the Casteo DEIR. this Project Alternative is not really an option. <br /> <br />3) My third area of concern, related to adequacy of this FEIR. is the deficiencies in the <br />Cumulative Impact Analysis: <br />Why not include projects that are closer to the proposed Costco Expansion and Gas J <br />Station Project? Why wasn't the Stanford Outpatient Center Project included? <br />Costeo's project was included in the Stanford Project EIR. Why was the Downtown <br />Precise Plan not taken into account? DoWntown Redwood City is only .7 miles away 3 <br />from Costco's site. The Lead Agency should incorporate the traffic and air <br />quality studies of both these plans to get a more realistic view of the cumulative <br />impacts on my community and Redwood City as a whole. <br />Why are gas sales at the proposed Costco Project not linked to traffic? Wouldn't these <br />numbers be more realistic? <br /> <br />I am aware that the City of Redwood City has spent a great deal of time and <br />expense to get more realistic numbers about Costco's gas operations. but I feel that these <br />new n~bers are still incorrect. To also imply that if you increase gas sales by 39% and <br />traffic accordingly, that traffic and air quality will still not have detrimental affects is <br />only wishful thinking. <br />Other cities have gone through this same process with Costeo. All we have to do <br />is talk to South San Francisco about the EI CaminolHickey Costco to find that this same <br />game was played-out there. Maybe we only have to look at Pg. 3-78 of the Costeo FEIR <br />to see where Costco sold more than 200% of their permitted gas sales at their San <br />Bernardino Warehouse. "Costeo originally sought a lower sales limitto avoid public <br />notice and speedpennitting issues." <br />Hopefully we are not avoiding the linking of gas sales to traffie only to make the <br />numbers look good. We need to protect theehildren at Hoover School. the athletes at <br />Hoover Park, my community of Redwood Village. and the whole population of Redwood <br />City. <br /> <br />I also have a concern about proposed traffic movement at the Costeo Project: <br /> <br />? <br />
