<br />Ms. Valerie Young <br />June 20, 2007 <br />Page 2 <br /> <br />7A <br />Page 91 <br /> <br />Saturday PM Peak Trips Dominated as Primary Trips <br />The Department still believes that the Saturday PM peak trips dominate as primary trips <br />because: <br />1. A majority of trip makers do not work all day Saturday and will be making PM peak <br />hour trips. Home is the origin of these trips. <br />2. A majority of Costco shoppers are likely to start the trip at home, spend considerable <br />time shopping at Costco, then return home immediately to unload their purchases. <br />Hence, they ate''likely to perceive the shopping trip to Costco as a single purpose trip. <br /> <br />Trips Generated from New Fuel Stations <br />We agree that "the recent survey indicated that during the weekday P.M. peak hour and <br />Saturday midday peak hour, respectively, an average of 48.7 percent and 58.6 percent of the <br />fuel station customers also visit the warehouse." Therefore, fuel station-then-visit-warehouse <br />trips generated from the new 16 fuel stations should be 190 vph (=390*0.487) for weekday <br />peak hour and 223 vph (=380*0.586) for Saturday PM peak hour, respectively. On the other <br />hand, the Department contends that 51.3 percent and 41.4 percent of the fuel station <br />customers, respectively, would not visit the warehouse yet generate additional trips to the <br />project site. Therefore, the estimated fuel station.only trips generated from the new 16 fuel <br />stations should be 200 vph (=390*0.513) for weekday peak hour and 157 vph (=380*0.414) <br />for Saturday PM peak hour, respectively. The 200 vph and 157 vph may serve multiple <br />purposes and several stops. However, those trips still go through project driveways along <br />Middlefield Road. <br /> <br />No Diverted Trips Along Woodside Road <br />According to Figure 3-1, Proposed Site Plan and Figure 8, Project-generated Traffic, the <br />driveways to the project site are only located along Middlefield Road. There is no driveway <br />access along Woodside Road (State Route (SR) 84). Thus, there are no diverted trips along <br />Woodside Road. <br /> <br />Net New Trips <br />Since the majority of trips are primary trips, there are no diverted and internal trips, but <br />perhaps there are some pass-by trips for fuel station only c.,'ustomers. Net new trips should be <br />almost equal to primary trips. For a conservative approach, the total new net trips generated <br />due to expansion and PJel station should be 506 (=116+200+190) vph and 566 <br />(=186+157+223) vph for weekday peak hour and Saturday PM peak hour. The Department <br />understands the conservative approach might double count some warehouse-and-then-visit- <br />fuel station trips. These trips would be from new Costco customers who are shopping due to <br />the warehouse expansion. However, the Kittelson traffic study shows 220 and 190 vph for <br />weekday peak hour and Saturday PM peak hour, which are definitely much under-estimated. <br />Please revise Table 4.4-5, Estimated Trip Generation and Figure 8 Project-generated Traffic <br />accordingly. <br /> <br />Traffic <br />Response to Comment Letter B-2 <br />Item 2: The Department disagrees with the response. The average delay time of 56.0 seconds as <br />shown in the DEIR, page 4.4-12, Near Term Traffi.c Conditions with Project, under Intersection <br />Operations Analysis, first paragraph, line 6, and in Table 4.4-6 for the intersection of Woodside <br /> <br />"Caltrans improves mobility across California" <br />
