<br />Ms, Valerie Young <br />June 20. 2007 <br />Page 3 <br /> <br />7A <br />Page 92 <br /> <br />Road and Middlefield Road should have been 60.1 seconds as shown in Table 3 on Page 31 of <br />the Transportation Impact Analysis by Kittelson & Associates, Inc. dated October 31,2006. <br /> <br />The average delay time of 56.0 seconds is for the Near Term Traffic Conditions with Project and <br />Mitigations. The analysis on Page 4.4-12 of the DEIR is without mitigation. Therefore, the <br />decrease of 3.8 seconds delay time for the subject intersection as mentioned in the second <br />paragraph just below Table 4.4-6 on Page 4.4-12 is also invalid and needs revision. <br /> <br />An intersection operat~ons analysis for the intersection of Woodside Road and Middlefield Road <br />under Near Term Traffic Conditions with Project and Mitigations should be included in the <br />DEIR as it was in the Transportation Impact Analysis by Kittelson & Associates, Inc. <br /> <br />Items 5 and 6 require clarification: Is the Concept Site Plan (also labeled Alternative Site Plan) as <br />shown in the DEIR, page 9-10, Section 9.0, Figure 9-1, the same as the Alternative & Preferred <br />site plan mentioned in the response? <br /> <br />Please verify whether the traffic analysis based on the proposed site plan in the DEIR is valid for <br />the chosen alternative and preferred site plan, as the point of entry to the fueling center is altered <br />and the traffic circulation pattern will most likely be changed. Please be aware that the <br />Transportation Impact Analysis by Kittelson & Associates, Inc. dated October 31, 2006 shows <br />the analysis based on the fueling center and the tire center being located next to Middlefield <br />Road. <br /> <br />Item 7: Tire center location. <br />The combination fueling center and tire center are shown at different locations on the Proposed <br />Site Plan (Figure 3-1), the Proposed Fueling Truck Circulation Plan (Figure 4.4-2), and the <br />Concept Site Plan (Figure 9-1) in the DEIR.
