Serving on this committee provides advance knowledge of legislation that can impact <br />our community and the ability to work with other jurisdictions to have early input to legislators. <br /> <br />Reports from subcommittees were given on the topics of homeless housing and climate change. <br /> <br />Of specific concern regarding Homeless Housing is Senate Bill 2 (Cedillo), which urges 3 <br />changes to land use planning for local jurisdictions in relation to homeless and special needs <br />housing. It would require local agencies to: identify and zone "by right" adequate sites; limit <br />local discretion to deny or condition special needs facilities or emergency shelters that serve <br />seven or mpre persons; and to designate zones where special needs facilities and transitional <br />housing are permitted by right or with a conditional use permit. Lively discussion occurred and <br />the group then created recommendations for the League to work with the author to change this <br />bilL <br /> <br />Climate Change Working Group is composed of 2 members from each of the committees for <br />Housing and Community Development, Transportation, Community and Public Works and <br />Environmental Quality. The group explored the policies from other municipal associations and <br />cities, existing league policy, anticipated legislative, regulatory and other proposal impacting <br />cities and proposed League policies and guiding principles. They developed a series of <br />recommendations and policy statements. These were discussed and then voted upon in each of <br />the committees and will be forwarded to the League Board for discussion and approval with an <br />eventual vote at the annual League meeting.
