The IPCC was established in 1988 by the W orId Meteorological <br />Organization and the United Nations Environmental Program. Their role is to assess on a <br />comprehensive, objective, open and transparent basis the scientific, technical and socio- <br />economic information relevant to understanding the scientific basis of risk of human-induced <br />climate change, its potential impacts and option for adaptation and mitigation. I have attached a <br />brief attachment with additional website locations should additional information be desired. <br /> <br />Bond Implementation Principles were discussed in committees at our January meeting and the <br />League Board voted on February 10,2007 to include principles to "ensure fair and effective <br />implementation of the 2006 infrastructure bonds, consistent with the needs of California cities." <br />Briefly the Guiding principles included: establishing scheduling and criteria for release of funds, <br />leveraging state investments were possible by seeking to attract additional private and public <br />funds, clear identification of desired policy outcomes and selected criteria for investment, <br />efficient coordination of fimding pots desired - where feasible but not conditional, use of <br />allocation criteria that support board policies advanced by leagues smart growth principles - not <br />climate or reduce ability of small cities to compete however, keep with intent of voters with <br />oversight and accountability, incentives not mandates. <br /> <br />~;J~ <br /> <br />Signature of Council Member <br /> <br />8"'/-07 <br />Date <br /> <br />The Administrative Code requires reports of conferences or meetings for which a council member requests per diem or expense reimbursement. <br />Reports must be submitted to the City Clerk of no later than the Wednesday of the week before the next City Council meeting. Reports must be <br />submitted before the City of Redwood City will pay per diem or reimbursement for the conference or the meeting.
