· Reference: FEIR pg. 3-279 Reporter's Transcript, December 5,2006 quoting
question by Chairman Seybert, response Jason Nesdahl ( Fehr & Peers)

· CHAIRMAN SEYBERT: Can you briefly, in a couple of sentences, explain what a
peer review is? I think we kind of know what it is , but explain what you're essentially
doing.

· MR. NESDAHL: We basically go through the traffic analysis that Kittleson and Green
Light performed to verify the assumptions, the methodology, the procedures that they
go through and, you know, see if we agree or disagree with any kind of point that they
had brought up and used in their analysis. And that's the bottom line summary of it.
And we do agree with - I mean, we had some comments that we've resolved through
the process and we went back and forth and, you know, worked with Rich (Haygood)
as well from the City in dealing with the review of the report. In general, we agree with
all the findings and the methodologies and procedures.

· I'd reiterate what Chris (Stanley) said: This analysis is a lot more intense than any
other or than most traffic impact analysis reports for and EIR; they did a lot more
detailed studying, they have a lot more background information from Costco and
other reports to kind of give it a extra level of security of comfort in the assumptions
that were made on certain issues
