Approve, by motion, the contract documents and award the contract for the <br />Middlefield Roadrrheatre Way II Improvement Project to the lowest responsible <br />bidder, Tennyson Electric, Inc. of Livermore, California, for their lowest responsive <br />bid of $318,500, and waive any minor irregularities in the Bid Forms. <br />2. Approve, by motion, Amendment No. 2 to the Agreement for Landscape Architecture <br />and Urban Design Services with the Office of Tom Richman, in the amount of <br />$8,000, for additional work and revisions to bid documents. <br />3. Approve, by motion, the budget amendment transferring $50,000 from Project No. <br />71903 (Traffic Diversion Corridor) and $236,004 from Project No. 76000 <br />(Contingency) to Project No. 71883 (Theatre Way II) to fund the construction <br />contract, contingency, staff costs, and Amendment NO.2 to the Agreement with Tom <br />Richman, Inc. <br /> <br />BACKGROUND <br />The original Downtown Funding Plan included public improvements to enhance the <br />pedestrian experience on Middlefield Road between Veterans Boulevard and <br />Broadway. This route, which links the City's downtown core to free parking available in <br />the County Garage on weekends and after 6:00 PM weeknights, requires improvements <br />to enhance pedestrian safety and provide an inviting gateway into the Theatre District. <br /> <br />Unique lanterns and festive banners were installed within the past year as part of the <br />overall gateway design concept. A separate agreement exists for work on a custom~ <br />designed informational kiosk that will be placed near Bradford Street. The kiosk will <br />house a "You Are Here Map" and will add character to the street. Attractive concrete <br />planters along the museum parking lot are also part of the original design concept <br />approved by the Council ~nd Agency Board. The planters and decorative fencing will <br />be included in the scope of work for additional landscaping improvements in the <br />museum block. <br /> <br />On July 24, 2006, the Council and Agency Board authorized staff to finalize design, <br />construction drawings, and bid packages for the Theatre Way II Project. The proposed <br />construction contract includes the following improvements. <br />· Gatewav Arch-A simple lit archway at Marshall Street over Middlefield Road that <br />will be visible from Veterans Blvd. The arch features the words "Theatre District" in <br />illuminated letters intended to create a sense of arrival into the downtown core. The <br />arch will accommodate seasonal (horizontal) banners to promote local events. <br />
