<br />6.10 <br />Page 2 <br /> <br />. Street Liahts-New street lights along both sides of Middlefield Road between <br />Marshall and Broadway that match the black "On Broadway" street lights to provide <br />continuity and connectivity to the core. <br />. Pedestrian Accessibilitv-Improvements to accessibility ramps near Marshall Street. <br />Additional street trees will be planted adjacent to the First American Title building to <br />provide needed foliage along Middlefield Road. New traffic signal heads at <br />Middlefield/Marshall and electrical upgrades to insure sufficient capacity for special <br />events. <br /> <br />Tom Richman was retained as a consultant to provide design services and construction <br />documents. The original agreement dated October 9, 2006, was for $59,500. <br />Amendment No.1 in the amount of $13,500 for electrical engineering services was <br />approved on December 4, 2006. The original agreement included construction support <br />services in the amount of $9,500. In the process of reviewing and finalizing the bid <br />documents, the scope of the project was revised. Items of work were both added and <br />deleted. Revision was also required when underground utilities were discovered. The <br />resulting revisions to the construction documents required additional services by Tom <br />Richman, Inc. in the amount of $8,000. <br /> <br />In the effort to ready the project documents for bidding, Tom Richman was directed to <br />use $8,000 of the approved budget for construction support to make revisions to the <br />construction documents. Approval of the proposed Amendment No.2 backfills the <br />budget for construction support which was part of the original agreemenfs scope of <br />work. <br /> <br />The 2 bids received at the bid opening on July 18, 2007 are summarized below. <br /> <br /> <br />Bidder <br /> <br />Bid Amount <br />$318,500.00 <br />$367,674.50 <br /> <br />Architect's Estimate (including 10% contingency) <br />Recommended Bidder: Tennyson Electric, Inc. <br /> <br />Substantiation: Tennyson ElectriC, Inc. is the lowest responsive and responsible bIdder. <br /> <br />The lowest bid price was submitted by Tennyson Electric, Inc. Based on the bids <br />received, staff believes that the low bid of $318,500 is reasonable and responsive, and <br />recommends awarding the contract to Tennyson Electric, Inc. <br /> <br />ALTERNATIVES <br />The Council and Agency may choose not to award the contract which would delay the <br />long anticipated completion of the improvements to this important gateway into <br />downtown. <br /> <br />FISCAL IMPACT <br />Funding of $350,000 was included for the Theatre Way II Project (No. 809-71883) in the <br />Downtown Funding Plan adopted by the Agency Board In 2003.
