April 2006 Redwood Village Neighborhood Petition (petition is available for <br />review in the City Clerk's office and was presented to Council on April 24, 2006) <br />. June 6, 2007 Costco Survey (survey is available for review in the City Clerk's <br />office) <br /> <br />Council Hearing Preparation <br />Because of the volume of documents associated with this appeal, City staff has been <br />providing them to the City Council in advance of this staff report. Prior to release of this <br />staff report, Council has received the following items: <br /> <br />. July 5: June 26 Appeal letter (Attachment 1 to this staff report); June 20, 2007 <br />Notice of Official Action (Attachment 3 to this staff report); Draft EIR; Final EIR; <br />Fiscal and Economic Impact Studies <br />. July 26: December 5, 2006 Planning Commission staff report; June 19, 2007 <br />Planning Commission/Zoning Administrator staff report and hearing transcript; <br />public notices. <br />. August 9: Addendum to EIR; e-mails received through general Planning Division <br />e-mail address on the Costco project after joint hearing on June 19, 2007; new <br />document from appellant dated August 6,2007. <br /> <br />All of the above mentioned documents are now and have been available to the public at <br />City Hall and via the City's web site. Council has been instructed to retain all of these <br />documents and bring them to the August 13 hearing along with their report packet. <br />Public comments made via e-mail that were not related to the environmental review; the <br />Redwood Village Neighborhood Petition; and Costco's In-store Survey have also been <br />available in the City Clerk's office for public and Council consideration as well. The <br />appellants also wish to include all public hearing notices, portions of the Stanford <br />Outpatient and Downtown Precise Plan EIRs; as well as a general reference to CEQA <br />requirements in the public record. These items were also previously provided to <br />Council. In total, these documents constitute the public record for this appeal and are <br />pertinent because of the technical and project description information that they provide. <br /> <br />New Information from Appellants <br />On Monday August 6, 2007, the appellants submitted a 75-page document containing <br />additional information for Council's consideration that relates to their appeal. The <br />document is titled "Objections & Concerns with the Costco Project." This document is <br />provided to Council under separate cover. The document does not constitute the actual <br />appeal document, which was properly submitted within 7 days of the Planning <br />Commission and Zoning Administrator actions and is provided as Attachment 1 to this <br />staff report. Staff has prepared responses to the appeal in Attachment 2. We have also <br />
