<br />7A <br />prepared responses to comments on the Final EIR in Attachment 4. Because of the size Page 8 <br />of the recently submitted document, staff did not have time to research and provide <br />written responses to any new issues that it may contain in time for inclusion in this staff <br />report. Staff will provide an update to Council about this document at the public hearing <br />on August 13. <br /> <br />ALTERNATIVES <br />1. Approve the appeal and thereby do not uphold certification of the EIR. Remand the <br />environmental review back to the Planning Commission for more study of specified <br />subject areas as determined by the City Council. In this case, the Use Permits cannot <br />be acted upon because the environmental review has not been deemed to be <br />complete. <br /> <br />2. Deny the appeal with respect to the EIR certification (thereby upholding the Planning <br />Commission's action to certify the EIR), but do not approve one or both of the Use <br />Permits. The EIR includes evaluation of several alternatives, including both a "Retail <br />Warehouse Only" and a "Gas Station Only" version of the project. Thus, if only one of <br />the Use Permits is approved, and if the EIR certification is upheld, environmental <br />review has been conducted for these project variations. Consider the Addendum in <br />taking this action. <br /> <br />3. Deny the appeal with respect to the EIR certification (thereby upholding the Planning <br />Commission's action to certify the EIR) and approve both Use Permits with <br />modifications. Consider the Addendum in taking this action. Modifications that were <br />considered by the Zoning Administrator and which are detailed in the June 19, 2007 <br />Planning Commission / Zoning Administrator staff report include the following: <br />. Retail Warehouse: A smaller retail warehouse (148,000 sq. ft.) with the tire center <br />located on the west side (Orchard Supply Hardware side) of the building as <br />assessed as the "Project" in the EIR <br />. Gas Station: A larger gas station with 16 vehicle fueling positions as assessed in <br />the "Project" and "Expanded Warehouse and Relocated Gas Station Alternative" in <br />the EI R. <br />The Zoning Administrator approved a gas station with 12 vehicle fueling positions <br />based on findings stated in the Notice of Official Action. Costco's proposal includes a <br />gas station with 16 vehicle fueling positions. <br /> <br />F!SCAL !MPACT <br /> <br />A Fiscal Impact Study was prepared for the Costco project and previously provided <br />under separate cover. It includes an analysis for a gas station that pumps 541,000 <br />gallons per month, representing a sales volume independent of the number of vehicle <br />fueling positions. An appendix to the study also considers the case of a Costco gas <br />station pumping 1,000,000 gallons per month. In fiscal year 2005-06, the Redwood City <br />Costco contributed approximately $675,000 in sales tax revenue to the City's General <br />Fund. The new larger retail warehouse with a gas station is expected to generate <br />approximately $300,000 more per year than the existing condition. Thus, the fiscal <br />impact of not approving the project is on the order of $300,000 per year if Costco <br />decides to maintain their existing operation. In the event that Costco decides to <br />discontinue operation of the Redwood City store because they are not allowed to <br />implement their proposed project, the fiscal impact will be on the order of $1,000,000 <br />per year due to loss of the existing revenue as well as the potential additional revenue. <br />
