We could not:find that a study was conducted J <br />for other multi-family units now apparently closer to the opening of the proposed tire <br />installation center. There is also a possible oversight of the impact to what seems to be a <br />residence located on the 2nd floor of the caretaker's unit at SafeKeep, East of the Costco <br />project. <br /> <br />The above are some of the reasons for our appeal relating to project description and <br />studies. <br /> <br />" <br /> <br />7A <br />Page 14 <br /> <br />A:\ <br />veJ <br /> <br />Alternative analysis: <br /> <br />We question a project site alternate that was listed in the DEIR. Specifically, we question l <br />the integrity of the Century 12 site as tbe alternative. We continue to question whet.l-ter <br />this site was ever honestly considered as an alternative to the Middlefield location. <br />Within the month after the release of Costco' s DEIR, the City posted a notice of <br />availability for a DEIR for an auto mall on this location. This is something that takes <br />planning & was done before the DEIR for Costco was even released. The notice was @) <br />posted during the public comment period for Costco's project. We believe listing this 10 <br />alternative site shows disregard for its purp~se and for the process. <br /> <br />Our reading on CEQA states that an EIR must briefly describe the rationale for selection <br />and rejection of alternatives. We do not see that this was carried out completely. Was <br />the project, alternative or not, with the least impact selected? We do not believe so. <br /> <br />The above are some of the reasons for our appeal relating to Alternative Analysis <br /> <br />Social Justice: <br /> <br />OUf reading of CEQA indicates that it allows for social effects of a project to be included. <br />The City said this was not required. We object that it is not included based on the socio- <br />economic level of the neighborhoods surrounding the Middlefield site. On page 3-38 of <br />the FEIR the City says ''the population., employment and demographic impacts are not <br />addressed in the DEIR. An evaluation of environmental justice is a federal requirement & <br />is addressed as part of the National Environmental Quality Act (NEP A) review process. <br />The California Environmental Quality Act (CEQA) does not require environmental <br />justice review." This apparent difference in understanding is our objection. <br /> <br />The Fiscal & Economic Impact Studies acknowledged that RWC gas stations would be <br />impacted by Costco' s addition of a fuel center. They conclude some gas stations would <br />most likely be put out of business. We reason that the most affected stations would be <br />those closest to the project. These stations, as all others in the City, are opened to <br />everyone. Costco is a members' only business. Those who are not members would be <br />automatically eliminated from using the Costco' s fueling station. Members who are not <br />credit worthy (have bank accounts or do not qualify for the credit cards required when <br /> <br />@ <br />
