7A
Page 15

using a Costco fuel center) would also be eliminated from access. A Costco gas station iSJ ~
therefore, not available for aU stakeholders in this project. ~

It is our recollection that Richard Heygood acknowledged at the June 19, 2007 Hearing
that one of the main inadequacies of the Woodside Road! Middlefield Road intersection
is the failure to better serve pedestrians; that this was an especially important issue
because this neighborhood had a lot of pedestrians.

'"
We hold public value in the local businesses that would be affected by Costco' s proposed
project.

The above are some of the reasons given for our appeal relating to social justice.

Conclusion:

Having the opportunity to address our concerns of the EIR we would also like the fair
opportunity to speak more broadly about the project as a whole and the Zoning
Administrator's rulings. Our Neighborhood's position has not changed from the start
with opposition to the addition of a fueling center at the location sought. Be it a CosteD
fueling station or any other corporate or independent one, a fueling station alone would
bring about environmental, social, and economic impacts that are detrimental. If
anything, we feel that certification of the FEIR was premature. We feel that though the
City conducted exhausting studies, there are still areas that should be deemed potential
significant impacts warranting further studies in the many areas, some ofwruch are
specified above. We respectfully submit our appeal.

Requested information:

Documents relied upon in making our appeal are the Draft Environmental Impact Report
and Appendices (assumed for the Costco Project), the Final Environmental Impact Report
inclusive of public comments, the Stanford Outpatient draft and final EIR's, the
Dmvntown Precise Plan, the Fiscal and Econowjc Impact Reports, minutes to the
December 5,2006 and June 19, 2007 Hearings, information given to the Planning
Commission preceding the June 19, 2007 Hearing, all public notices, CEQA, and various
media data.
