Construction of the proposed project will require approval of a Zoning Map <br />Amendment, a Precise Plan, and a Tentative Map. The Planning Commission has <br />previously adopted a Mitigated Negative Declaration, supported by an Initial Study, <br />for the proposed project. The ISjMND concluded that the project as proposed could <br />result in potentially significant environmental effects, but that those effects could be <br />mitigated to less than significant levels. <br /> <br />During the City Council's review of the proposed project's Zoning Map <br />Amendment, Precise Plan, and Tentative Map, staff was directed to return the <br />proposed project to the Planning Commission for additional review, with specific <br />direction to consider relocation of the project driveway from Horgan A venue to <br />Woodside Road. <br /> <br />Prior to the Planning Commission's reconsideration of the project, it is necessary to <br />prepare an Addendum to the ISjMND in accordance with Section 15164 of the <br />
