5. SPECIAL ORDERS: <br />Proclamation — Port of Redwood City — 70 Anniversary <br />Mayor Pierce read the proclamation congratulating the Port of Redwood City upon its <br />70 anniversary. Executive Director Giari and Port Commissioners Aikins and Garcia <br />were present. <br />6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL: <br />Colin Moyer, a 19 -year Redwood City resident and 5 -year BMX rider, stated that he has <br />been riding his BMX at the city skate park since its opening. He stated that there has <br />been a prominent Police presence at the skate park lately and that although he has <br />never been in trouble, recently he and others have been cited for riding in the skate <br />park. He understands that it is against the city ordinance but does not understand why <br />the BMX riders are not allowed. <br />Daniel Leahy stated that his BMX group is like other groups such as skateboarders, <br />mountain bikers, baseball players, badminton players, or cricket players trying to gain <br />access to the park already in place or have access while a facility is being prepared for <br />the group. The main reason for the group not being allowed is related to an insurance <br />policy issue related to cost, or that the bicycles cause damage to the park. He further <br />stated that he has found no related lawsuits due to bikers in skate parks and that <br />because of the structure of the park in Redwood City, there is no damage to the park. <br />He stated that the group is seeking for a few words on the sign to be changed. <br />Art Bush stated that he had spoken with a local immigration and customs agent who <br />stated that there has not been an I.C.E. raid in 10 to 15 years due to a lack of <br />manpower. He further stated that I.C.E. has a set of priorities to maximize the safety of <br />all citizens and they are not interested in the street corner day laborers, but target <br />felons and chronic Visa violators. He further explained the I.C.E. charge as described <br />on its website. He stated that if our top law enforcement officials are unable to <br />recognize and enforce Federal law they should be replaced. He cautioned to be aware <br />of inflammatory reporting and the outright deception and lies of the open border crowd. <br />Socorro Bush requested obtaining posting of signs on her street which is 10 Street <br />right across from Taft School. As a resident she states there are always problems <br />parking because of the school and medical service available. She further requested <br />signage for days the street sweeper comes through stating that over the course of 20 <br />years, the neighborhood association has been making the same request. <br />City Manager Everett stated that a session was being set for a facilitated session with <br />Peninsula Conflict Resolution Center to discuss the interests of the groups, advantages <br />and disadvantages, and discussion between the skater group and BMX group to gain <br />consensus on what would be a good and legitimate use of the park.
