Caltrans and the County of San Matea can and shouid adopt proposed mitigation measure TRAi�-1.3. As the Ciiy o� Redwood City does nat have control over this intersection and cannot implement this mitigation, the City Council of the City of Redwood City finds this impact to be significant and unavoidabie.
