The projec# sponsor <br /> shali irstall an Emergency Vehicfe Pre-Emption {EVP) acceptable to Caltrans at this <br /> intersection to avoid delays for emergency vehicle response (i.e., Code 3 jligh#s and <br /> sirens] police, fire service, and ambulance). <br /> An �m�r���e!�Pnt has been ider�tified #or this focation in the t�edwood City Traffic impact <br /> Mitigation Fee Study {TIMFS). The identified improvement includes the addition af a <br /> receiving }ane for westbound right-turns firom Whippfe Avenue to northbound E1 Cam�7o <br /> Real, creating a "free" westbound right-turn rr►ovement. This improvement would reduce <br /> ±hA �A�a� at t�,P �ntsrsectic�n tc� 54.6 seconds tLOS E) compared to 60.2 seconds under <br /> background conditions. This wouid mifigate the project impact in the PM peak hour. <br /> The Peninsula Corridor Joint Powers Board (Caltrain} operates cammuter rail service on <br /> a rail line in the irnmediate vicinity af the EI Camino Real and Whippfe Avenue <br /> intersection. <br /> The applicant would make a $30,000 contribution for the addition of a receiving lane at <br /> this location, considered by the City of Redwood City to be a fair share of identified <br /> improvements. This cantribution would be required to be paid into escrow priar to <br /> issuance of an occupancy permit #or the proposed medicat office buildir�g, to be heVd for <br /> a period of up to two years following fuli occupancy of the proposed medical office <br /> building, shouid the City and Caltrans agree to install the impravement. The <br /> con#ribution would be refunded to the applicant in the event such improvement is not <br /> made. This measure is conceptual at this time and any improvement to EI Camino Rea! <br /> would require Ca{trans approval. <br /> Finding: The changes or alterations proposed by mitigation measure TRAN-1.2 <br /> are within the responsibility and jurisdictiort of Caltrans and not the City of Redwood <br /> City. At this time; facking Caltrans approval, implementation of this mitigation is not <br /> assured; therefore, the Csty Council of the City of Redwood City finds this impact to be <br /> significant and unavoidable. Caltrans can and should adopt the proposed mifiigation <br /> measure TRAN-1.2. <br /> Mi�gation TRAN-1.3: i 280 Narthbound Ramp and Edqewood Drive. The <br /> addition of project traffic is projected to exacerbate unacceptable operations at #he <br /> intersection ofi I-2$0 Northbound Ramp and Edgewood Drive during both the AM and <br /> pfvl peak i-�our. The improvement req�ired ta mitigate the project'� impact to a less than <br /> significant level is signalizatian af the intersection. The level of service during the PM <br /> peak hour with the proposed mitigation measure and exis#ing lane geometry would be <br /> �OS C (28.1 seconds of delay}.
