These <br /> findings are made with reference to the draft and final Environmental fmpact Report for <br /> the Redwood City Downtown Precise Plan Project certified by #he Redwood City <br /> Plannina Commission on February 6, 2047 (the "FEIR") and the Mitigation Monitorir�g <br /> and Reporting Program for fihe Downtown Precise Plan Praject and related Mitigation <br /> Monitoring Checkiist (together, the "�i�RP") approved cancurrently with these f�nd�ngs. <br /> To avoid repetition and an unnecessarily iengthy document, these findings do not <br /> restate in fufl detai! #he anaiysis of impacts or descripfions of mitigation measures in the <br /> FEfR and MMRP, bu# instead identify the FEIR designatian a# the irnpacts discussed <br /> and the MMRP designations of mitigation measures, so that further information on those <br /> impacts and mitigation measures is incorporated by referenc� and available #o any <br /> reader. Transpertation lmpacts <br /> Poteniial frnpactTRAN-'�: Redevelopment af the Sequ�ia Hospital campus <br /> under the proposed Precise Plan would impact two signaiized intersections (Alameda <br /> de Las Pulgas/Edgewood Road and El Camir►a Real/Whipple Avenue) and one <br /> unsignalized intersection (I-280 Northbound ramp/Edgewoad Road) during one or more <br /> of the peak hour periods. <br /> �flitiga�on �RAN-1.'i: Alameda de las Puiqas ancC Edqewaod Drive: The project <br /> sponsor shaii ins�aii an tmergency vehic3� Fr�-E����,tion �cvP) a� t��s intersect��� .o <br /> avoid defays for emergency vehicle response (i.e., Code 3 [lights and sirens] police, fire <br /> service, and arnbulance). Signal pre-emption systems for emergency vehicles use <br /> sensors #a detect an approaching emergency vehicie and provide a green signal to the <br /> vehicle. <br /> The mitigation required to reduce the average delay to less than significant during both <br /> peak periods is ta provide an additional left-turn lane (resulting in a total of two left-turn <br /> lanes) on the northbound a�proach and pravide an eastbound right-turn averlap phase. <br /> The implementation of this mitigation would likely require right-of-way acquisition to <br /> construct a receiving iane on #he west Eeg for the addit�onai nar�hbound left-t�rn lane. <br /> The implementation of t�e eastbaund right-turn overlap would a4so most !ilcely require <br /> right-of-way acquisifiion. <br /> Finding: The City Council of the City of Redwood City finds fhis impact #o be <br /> significant and unavflidable. it is the City's goa) to maintain the neighborhood character <br /> in fhe area araund Alameda de las Pulgas and Edgewood Drive.
