Mitigation Measure C-TRAN-1.2 is a <br /> feasible measure, and i#s implementation wou(d reduce the cumulative transpartation <br /> impact at the intersection of Alameda de fas Pulgas and Whipple Avenue to a less-than- <br /> significant level. <br /> Mitigation Impact C-TRAN-1.3: EI Camino Real and Whipp{e Avenue. An <br /> impravement has b��n iden�ified for this location in the Redwood City Traffiic Impact <br /> Mitigation Fee Study (TIMFS). The identified improvement includes the addition 4f a <br /> receiving lane for westbound right-turns from Whipple Auenue to northbound EI Camino <br /> Real, c�eating a "free" westbound right-turr� movement. The project sponsor would make a fair share contribution to the City <br /> of Redwood City far the addition of a receiving lane at this location, which would reduce <br /> the project contribution to delay and mitigate the project impact. <br /> The applicant would make a $3Q,000 contributian for the addition ofi a recei�ing lane at <br /> this location, considered by the City of Redwood City to be a fair share of idenfified <br /> improvements. This contribution would be required to be paid in�o escrow prior to <br /> issuance of an occupancy permit for the propased medical office buiiding, to be held for <br /> a period of up to two years fallowing fuli occupancy af the praposed medica! office <br /> buiiding, should the City and Caltrans agree to install the improvement. The <br /> contributian would be refunded to the applicant in the event such improvement is not <br /> made, <br /> This measure is cor�ceptual at this time and any improvement to EI Camino Real wauld <br /> require Caltrans approval. <br /> Finding: The City CounciE of #he City of Redwood City finds this impact to be <br /> s�gnificanfi and unavoidabie. The nro��sed additian of a receiving lane far westbound <br /> right-turns from Whipple Avenue to northbound EI Camino Real is within the <br /> responsibility and jurisdic�ion of Caltrans and would require Ca(firans approval. Caltrans <br /> can and shauld adopfi the proposed receiving iane addition. <br /> Mitigation lmpact C-TRAN-1.4: I 280 Northbound Ramp and Ed�ewood Drive. <br /> The addition of project traifiic is projected to exacerbate unacceptable operations at the <br /> intersection of 1-280 Nor�hbound Ramp and Edgewood Drive during both the AM and <br /> PM peak hour under cumulative conditions. The imprav�ment requirEd to mifiigate the <br /> project's impact to a less than significant level is signaiization of the ir�tersection with <br /> spiit phasing �n the north leg af the intersectian.
