CUMULATtVE �MPACTS <br /> Potentiat Impact C-TRAN-'i: The proposed project wocald contribute to <br /> cumulative impacfis at three signalized and one unsignalized intersections during one or <br /> mc�� r°�k hour �eri��!. <br /> Mitigation tmpact C-TRAN-1.1: Alameda de las Pu[gas and Edgewaod Drlve. <br /> The int�rsectian at Alameda de kas Pu(gas and Edgewood Drive is projected to operate <br /> at �v'� F �n�! � d;.;r�ny tl�A q�l� anrl P[� pP�k h���r'�; r�snectively. <br /> The project sponsor shall install an Emergency Vehicle Pre-Emptian (EVP) at <br /> this intersection to avoid deiays for emergency vehicie response (i.e., Code 3 [[ights and <br /> sirens] police, fire service, and ambulance}. Signal pre-emption systems for emergency <br /> vehicles use sensars ta detect an approaching emergency vehicle and provide a green <br /> signal to the vehicle. <br /> Provision af additional lanes wauld be required to reduce delay at this <br /> intersection. This would likeiy require right-of-way acquisifiion. Mitigation identified €or <br /> this intersection under project conditions (an additiana! lefit turn lane and an eastbound <br /> right-turn overlap phase} would nofi reduce impacts at under cumu[ative conditions to a <br /> less than significant level. <br /> Finding: The City Council of the City of Redwood City finds this impact to be <br /> significant and unavoidable. It is #he City's goal to maintain the neighborhood character <br /> in the area around Afameda de las Pulgas and Edgewood Drive. The improvemenTs <br /> reguired to expand the intersection capacity (additional turning lanes} would ultima#e!y <br /> attract grea#er volumes, and be contradictory to the City's goal of maintaining <br /> neighborhood character in the area. The Ci#y Council of the City of Redwood City <br /> chooses to avaid the intersection modifications proposed by this mitigation measure in <br /> the interest of maintaining the neighborhood character in the area. This impact is <br /> overridden by projecf benefits as set forth in fhe statement of overriding considerations. <br /> Nlitigai�on lmpact G-TRAN-1.2: Alameda de las Pulqas and Whipple Avenue. <br /> The mitigation required to pravide acceptable levels of service at this intersection is <br /> pravide a right-turn overlap on the westbound approach {i.e., cars can turn right when <br /> there is a green #or left turn movements on Alameda de las Puigas�. The leveC of�ervice <br /> during the AM peak hour with the proposed mitigatian measure would be LOS D (51.4 <br /> seconds of delay). During the PM peak hour, the intersection would operate at LOS C <br /> with 32.9 seconds of delay wi#h the mitigation.
