Bruce Fukuji, Fukuji Planning & Design, gave a presentation: The Precise Plan is a companion document to what has been prepared already, this builds-out between now and 2015 and creates a framework for peaple who have not been involved in the project to be able to understand the coniext behind what the vision is, what was intended, and what the design pr9ncipals were, that were informing the choices and decisions that shaped the pian. The existing General Plan designations surrounding area is singfe family residentia4 and the hospitaf site itself is commercia! office. The existing zoning is professionaf office for the hospital and the medicaf office buildings. R-1 {residential single family to the north}, R-1-1p is to the South of Whipple, 10,000 sq f# minirnum lot area for residential. The change to the existing zoning is "P" (Planned Community C}istrict zoning} for the entire area. Along Alameda De Las Pulgas the existing redwood trees will be maintained. There will be a 125 foot setback on Whipple Avenue in order to create a new landscape open space for the campus. The major entrance to the hospital is being proposed to change from Alameda to Whipple; by doing so it allows the building entrances io be oriented towards the public street to make it visible for first time visitors. Empioyee parking entrances will be aff of Alameda, there wilf be one way access off of Whipple for emergency vehicles and two way access aff of Alameda. There is also a proposed new bus stop. Sfreetscape capita� irrtprovements: new street trees wiif be created along Whipple Avenue. Afameda and at entrance of#Alameda. Chair Seybert stated th�t the ramp system will allow strolfers or wheelchairs to make it to the entrance. PUBLiC HEARCNG Diane 5exton, �edwood City resident, stated ihat ihe speed limit listed an lNhipple Avenue is 3Q MPH and needs to be looked into. Regarding the traffic, the hospital needs to consider how the canstruction trucks are using the access roads and the tonnage af dirt and concrete. She suggested the fresways should be used rather than Whippfe Avenue. She stated that she has not received any letters regarding this meeting (notification). Stephen Sexton, Radwood City resiclent, s#ated that the traffic on Whipple Avenue gets worse every year, there ar� also inadequate places to cross �n foo# ard no stop signs on the street. Page 5 of 17
