7A <br /> ��scuss�or�lissuES Page 63 <br /> EIR Traffic Mitigation Measures: <br /> EI Camino Real and Whipple Avenue. As previousiy described, Sequoia Hospita[ wi11 <br /> be required to instail an Emergency VehicEe Pre-Emption (EVP} system acceptable to <br /> Caltrans at this intersection ta avoid delays for emergency vehic{e response {i.e. police, <br /> fire service, and ambulance). <br /> An additional improvement has been identified for this location in the Redwood City <br /> Traffic Impact Mitigation Fee Study (TIMFS). The identified improvement includes the <br /> addition of a receiving lane for westbound right-turns from Whipple Avenue to <br /> northbound EI Camino Real, creating a "free" westbound right-turn movement. This <br /> improvement would reduce tl�e de{ay at the intersection to 54.6 seconds (�.OS E) <br /> compared to 60.2 seconds under background conditions and would mitigate the project <br /> impact in the PNl peak hour. <br /> Sequoia would make a $30,000 bond contribution for the addition of a receiving lane at <br /> this location, which is considered to be the applicant's fair share of identifiied <br /> improvements based on P(V! peak hour trips. Tnis contri�ution wouid be required io be <br /> paid into escraw prior fo issuance of an occupancy permit for the proposed medicaf <br /> office building, to be held for a period of up to two years fol{owing full occupancy of the <br /> proposed medica! office building, should the City and Caltrans agree to install the <br /> improvement. The con#ribution will be refunded to the applicant in ths evenf such <br /> improvement is not made. <br /> This mitigation measure is conceptual at this time and any improvement to Ei Camino <br /> Real would requira Caltrans approval. Lacking Caitrans approval, implementation of this <br /> mitigation is nat assured. This impact, therefore, is considered significan# and <br /> unavoidable. <br /> Alameda de ias Pulqas and Whit�ple Avenue. The mitigation required ta pravide <br /> acceptable levels of service at this intersection is to provide a right-turn overlap on the <br /> westbound approac� {i.e. a green arr�w wiii aliow iight turns from west ��u,�d `,lV�i��le <br /> to north bound Alameda when there is a green arrow for left turn movements on <br /> Aiameda de las Pulgas). The level of service during the AM peak hour with the <br /> proposed mitigation measure would be LOS D (51.0 seconds of delay}. During fhe PM <br /> peak hour, fhe intersection would operate at LOS C with 32.9 seconds of delay with the <br /> miiiya�i��. Sequoia Hospital �ha31 �r�s�a�i �he right-turn overlap o;� �h� �,rr�stbc�n� <br /> appraach prior to issuance of an occupancy permit for the medical offic� building. V11ith <br /> implementation of this mitigation, the cumulative impact to the intersection of Alameda <br /> de !as Pulgas and Whippie Avenue would be less #han significant. Sequoia will fufly <br /> fund and construct this improvement which is estimated to cost approximately $15,000. <br /> Construction Truck Traffic Mitigation Measure: <br /> Whipple Avenue. Rather than have Sequoia Haspital pay for actual construction truck <br /> roadway wear and tear to Whipple Avenue {which is hard to quantify), City Engineering <br /> staff are proposing to defer roadway slurry seal work over the next 4-6 years if this <br /> praject is approved. in such case, Sequoia has agreed to pay far the equivalent of twa <br /> slurry seals ($60,Q00 each), for a total cosf of $120,000.
