7A <br /> 18-acre Precise Pian area.2 Page 62 <br /> ENVIRONMENTAL REVIEW <br /> Draft EIR: The Draft EIR for the Sequoia Hospital Precise Plan and related project <br /> identified that the project would have significant impacts in the areas of transpor#atian, <br /> noise, air quality (during the construction phase), biological resources, and hydrology <br /> and water quality. All of these impacts can be mitigated to Isss-than-significant levels <br /> except for transpartation. <br /> The proposed redevelopment of the Seguoia Hospital Campus (Area A) under the <br /> propased Precise Plan wi11 result in significant, unavoidable and cumulative impac#s to <br /> three intersections: Alameda de las Pufgas and Edgewood Road; I-280 Northbound <br /> Ramp and Edgewood Road; and E! Camino Real and Whipple Avenue. <br /> Beca�!se these environmental effects can��t be m�tigatecf to a less tha^ s�gnif�ca^t I�vel, <br /> approval of the proposed project wil{ require the adoption of a Statement of Overriding <br /> Considerations. As the decision-making body for the proposed projec#, the City Cauncil <br /> wifi be asiceci ta adopf this Statement for signir"�cani unavoiaaafe and cumulafrv� <br /> significant unavoidabl� environmental impacts identified in the EIR at the Precise Plan <br /> adoption stage. <br /> Amendment to Draft EIR: The Draft EIR identified a significant, unavoidable impact at <br /> the E! Camino Real/Whipple Avenue intersection under cumulative plus project <br /> conditions. The Amendment to the Draft EIR also identified a significant impact under <br /> project conditions. The revised transpo�tation analysis for this intersection incfudes <br /> consideration of the efFect af train operatians on signaf timing. The increased delay at <br /> this intersection under project conditions is now identified as 5.1 seconds, with LOS E <br /> operations. While the City's Traffic kmpact Mitigation Fee Study identif'ses mitigation for <br /> the intersection, it is within Caltrans jurisdiction. Consequentfy, implementation af the <br /> identified mitigation is not assured. Nevertheless, the City will require Sequoia Hospital <br /> to install an Emergency Vehicie Pre-Emption {EVP) system on the signai at this <br /> intersection �accep�abie to Caltrans) �n ordei io reducE ernergency vehic;� de�ays. <br /> Final EIR: David Powers and Associates, the City's environmental consultant, <br /> responded to all verbal comments provided at the April 17, 2Q07 pubfic hearing and to <br /> all written comments provided during the 45-day public review periods. One public <br /> age�►�y �Ld�if�<iEia De�artment of Tr�ns�a�a�i�r�1 and six individ�al� Nrc��i�'e� �rrritten <br /> comments. Na new significant environmentaf impacts were idenfiified as a result of <br /> public or public agency input on the Draft ESR. <br /> The Fina! EIR responds fio comments received on the Draft EIR and propases text <br /> revisions to the Draft EIR in response to some comments. The Planning Commission is <br /> being asked io certify the Finai EIR, including amendments and responses tc �ublfc <br /> commen�s on the Draft EIR. <br /> 2 Precise Plan Area B will retain its existing"Commercial Office"and"Residential"General Pfan Eand use map <br /> designations. Refer to 5equoia Hospital Precise Plan, Figure 2 for plan boundaries and pianning areas. <br />
