7A <br /> Page 70 <br /> 3.0 ENVTRONMENTAI.IMPACTS 4F PROPOSED CHANGE <br /> 3.1 OVERVI.EW <br /> The CEQA Guidelines (Sections 15164 and 15 i 62)describe a process for evaluating the potential <br /> significaizce of'new information. The process can reach one of three conclusions: <br /> 1. The new information does not result in tl�e identification af a new significant <br /> environmental impact not already addressed in thc EIR, and it does not identify a <br /> substaiitial ii�crease in the magnitude of a previous.ly-identified significant <br /> environme��tal impact. Therefore, 3�o additional environanental review is required. <br /> 2. The new i��formation does result 'tn identification of a new significant environmental <br /> i.mpact not previously disclosed in the�IR and/or it identifies a substa�3tia1 increase in <br /> tl�e magnitude of a�reviously-identified signiftcant e�ivi.ron�nental i�npact. <br /> Tlaerefore, preparation of a Supplamental EIR is required. <br /> 3. In order to maice a deterniination of whether the existing TIR is adequate or whettler <br /> preparation of a Supplemental EIR is warranted, further technicaI studies are <br /> required. <br /> 3.2 EVAI.�UATION <br /> The purpose of ti3e proposed text change is to clarify the projected level of service at the Alameda de <br /> las Pul�as/Edgewc�od Road i�Itersection ui�der cumulalive conditioizs, as stated in MM GTRAN 1.1. <br /> The text change does nat identify a new ei3vironmental iin�act or change the mitigatioil measures <br /> included in the project. Tizerefore,no additional environsnental review is required. <br /> 4.0 CONCLUSION <br /> The proposed text change would not result in any new significan# euviromnental impacts not <br /> previously discussed�r�t��e EIR and the mag,�itude of'�revicusly identified environmeiltai im�acts <br /> would not be differenL frc��n thase identified in the certified T'inal EIR.
