Adopt a Resolu#ic�n to amend the GeneraE Plan land use designation fram <br /> Commercial — Office Park ta Commercial C}ffice - Mixed . Use - Residentia( <br /> (Attachment 1). <br /> 2. Adopt an Ordinance to amer�d the Zaning Map from Industrial Park—Vehicufar <br /> Combining District ((P-V) and General C�mmercia! (CG} Zoning Districts to a <br /> Pianned Community ("P") District (Attachment 2). <br /> 3. Adopt a Resolution (which includes the Mitigation Monitoring ar�d Reporting <br /> Program) to approve the North Main Street Precise Plan, as recommended with <br /> revisions by the Planning Commission, based on the findings that the project <br /> demonstrates three or more of the following features (Attachmen#3): <br /> a. Superior mixed use design <br /> b. Incorporation af affordabie housing <br /> c. Incorporation af public or community facilities (e.g. provides improved <br /> public to access Redwood Creek) <br /> d. Transportation demand management <br /> e. lnnovafiive use ofi shared parking <br /> f. Efficient and innovative use of infrastructure and renewable resources <br /> (e.g, provides a connection between Downt�wn and the Bayfron#} <br /> BACKGRDUND ��� <br /> On July 24, 2006, the Gify Council directed staff and the Planning Commission to initiafe <br /> a Precise Plan for the North Main Street area to create a neighborhood environment <br /> along Redwood Creek which would ailow residential devefopment. Council determined <br /> that this area has natural and man-made edges which effectively defines the proposed <br /> Precise Plan area and a�so maximi�e the natural resources within the area {Attachment <br /> 4). <br /> The North Main Street Precise Plan outlines land use, urban design and capital <br /> improvement policies to promo#e an attractive `boulevard residential' development that <br /> supports pedestrian circulation, transit use and provides a quality standard for similar <br /> development elsewhere along #he corridor. It is a regulatory document that woufd <br /> replace the R�dwaod City Zaning Ordinance an� impiemert the proposed Gereraf Plan <br /> fand use designatian for the affected properties. <br /> On April 17, 2007 tY�e Planning Commission reviewed the proposed North Main Street <br /> Precise Plan and associated Mitigated Nagative Declaration. FolVowing public <br /> testimany the Planning Commission adopted the Mitigated Negative Decfaration as well <br /> as the Resoiution of fntention to amend the General Plan and Zoning Map. On July 10, <br />
