The environmental review concfuded that af[ <br /> potentially significant impacts can be reduced to a less than significant level with the <br /> impfementation of mitigation measures. The Planning Commission adopted the fSIMND <br /> at its Apri1 17, 2007 meeting, maicing the required CEQA findings. Ths Ciry Councii is <br /> required to adopt a Mi#igation Monitoring and Reporting Program (MMRP) for the <br /> Precise Plan to ensure that the mitigation measures, which are designed to mitigate or <br /> avoid significant impacts, are implemented. The MMRP is included with the Resolution <br /> to approve the North Main Street Precise Plan. <br /> ALTERNATIVES <br /> The City Council may choose not to amend the General Plan land use designation from <br /> Commercial — 4ffice Par{c to Commercial Office - Mixed Use - ResidentiaL The G�ty <br /> Council may also choose not to amend the Zoning Map from Indu�trial Park—Veh;c��!ar <br /> combining district {IP-V} and Genera! Commercial (CG) Zoning Distric#s to a Pianned <br /> Community ("P") District. The City Council may also choose to not adopt the North Main <br /> Street Precise Plan or adopt it with revisions. <br /> FISCAl. IMPACT <br /> If approved, the Precise P1an wilE allow for residential development, which could <br /> generate a substantial increase in property fiaxes from the 333 Main Street parcel. <br /> Design, canstruction and maintenance of the creek trail by the City is a po#ential future <br /> impact. Staff does not anticipate all of these properties to redevelap simultaneously, <br /> therefore, the City may incur same of the costs of providing and maintaining this <br /> amenity over t9me. The creek trail is an open space feature that the public has been <br /> requesting and development within the plan area appears to offer a prime oppartunity ta <br /> inifiiate the process of establishing this amenity. Also, the provision of affordable housing <br /> by private development would help support the City in meeting housing requirements <br /> without requiring City or Redevelapment Agency subsidy. <br />
