Some of the key findings were: <br /> • City Officials are more involved with the Lea�ze than they were in 2004 <br /> • Nane in ten members rate the job the League is doing as excellent or good. <br /> • Email is the preferred coinmunication vehicle far receiving znformation on grassroots action. <br /> • Seven in 10 respondents are familiar witli their regional representative. <br /> • Coinpared io five years ago,(prior to the grassroots program) 84%of respandents feei t1�aY their <br /> efforts on pending legislation and state bud�et issues I�ave become more effective. <br /> Grassroots Activitiies: <br /> In its reiatively short existence,the League grassroots pro�3�am has be�_»a key elem.ent in the League's <br /> advocacy on behalf of Califort�ia's cities. Grassroots activities include:. <br /> � State Budget Deliberations. The grassroots pr�ogram played a si��niFicant role in preventing <br /> legislative efforts to prevent state takeaways of ic>cai government r�venues durin�the 2002 state <br /> budget process. <br /> � Proposition lA(2004}.The grassroots progsanl was focused on building a sYron�;coaiition of <br /> supporting organization and community groups as well as media support for a measure to <br /> constitutionally protect city revenues froin state takeaways. <br /> • Prcy�osition 65 Signature Gathering.The League grassroots staff coordinated a highly <br /> succ�essful,volunteer signature gathering effort that qualified Proposition 65 for the 2004 genez-al <br /> elecx ion�allot, This measure was used to leverage the passage of the measure by[he legislatur.e <br /> that t�lcimately became Proposition lA. <br /> • Infrastirvcture Bonds.The League�-assroots program was also directed at both the legislative <br /> passage of the Iargest infrastructure bond packages ever passed in the nation,as well as the <br /> cainpaign to secure voter approval of Proposition lA-�and Proposit.ion �4. <br /> • No an Proposition 90 Carnpaign.The League's grassroots prograrn led the field opecations in <br /> the canlpaign to defeat Proposition 90 on the Noveinber ballot.
