RFSOLLTION RELATING TO THE IMPLEIVIENTATION OI�A.B.38; <br /> ESTABLISHING A N�W"DEPARTMENT OF�MERGENCY SERVICES <br /> AND HOMELANll SECURITY" <br /> Source: Public Safety Policy Committee <br /> Referred to: Publ:c Safety Policy Coinmittee <br /> Recoinmendation to GeneraI Resolutions Committee: <br /> WHEREAS,California eanergency manageinent and pubIic safety professionals have for the past <br /> several years,expressed concerns over the redundant and conflicting roles and responsibilities of the <br /> Govenlor's Office of Emergency Services,and the Office of H.oineland Security;and <br /> WHEREAS,in May 2006 the League Board of Directors voted to support the Legislative Analyst <br /> Office's recommendation to establisl�the Office of Hozneland Security(C�HS}as a division withiu the <br /> rr-._ rr,v..,...._.._.. • !nL'c\. ...,,2 <br /> Ctit�c Ot l:,llict�cu�y S�I'JiCcS �vi;.��� aiiu <br /> WHEREAS,in December 2006, Assembly Me�nber Nava introduced A.B.-38,which <br /> consolidates tl�e Offiee of Emergency Services (OES)and the Offiee of Hoineland Security(OHS)into a <br /> new cabinet-level Department of Emergeucy Services and Homeland Security,responsibie for overseeing <br /> and coardznating emergency preparedness,response,recovery,and homeland security acrivities; and <br /> WHEREAS, the League of California Cities has joined with the California State Association of <br /> Coanties,the Institute for Local Goven�.meilt,and the Center for Collaborative Policy-CSU Sacra�nento, <br /> in promtal�ating a Discussion Paper entitled "An Assessment of Collaborative Chailenges and <br /> Possibilities for Emergency Services and Homeland Security at the Local Level,"whea�ein cities and <br /> counties identify iz�detail the continuing confusion and eonflicts ez'eated by the existenee of OFS and <br /> OHS in tlaeir current organizational configuration;and <br /> WHEREAS, the Discussion Paper recommends convening diverse statewide discussion groups to <br /> address einergency management and hon�eland security issues across all jurisdictions and levels of <br /> government; and <br /> WHEREl�S,the Discussion Paper specifies the need£or participation of elected officials,the <br /> Legislature,the Gavernor's staff, and key associations such as the League of California Cities,in these <br /> discussion groups;now,therefore,be it <br /> RESOLVED,by the General Assembly af the League of California Cities, assembled in Annual <br /> Conference in Sacramento, September 8,20Q7; tkiat the League provide appropriate representation in any <br /> and all btue ribbon committees,working groups,and other forums convened to ensure the effective <br /> implementation of A.B. 38;and,be it further <br /> RESOLVED,that the League of California Cities send a letter to tlae Governor addressing in <br /> detail,the need for local government policy participation in this important endeavor. <br /> U//////// <br /> 8 <br />
