The California State Association of <br /> Counties{CSAC)and the League of Califomia Cities(LCC}havc recentty joined in parmership with CCP and ILG <br /> to address the topics and�ndings outlined in the Discussion Paper.l.t reports the results of a focus group of expei�t <br /> participants involved with state and local ernergency management and homeiand security programs,with <br /> subsequent interviews completed in 2006, CCl'and ILG facititated this process.Drafts of the Discussian Paper <br /> were reviewed by al] expert par2icipants. <br /> The purpose of lhis Discussion Paper is to help siate and local governments better address the complexities of <br /> emergency services and hnmeland security through the use of the emerging and relevant toals of collaborative <br /> planning,nianagement and problem solving,multi-stakeholder consensus building,and strategies for public <br /> involvemenl.While this assessment does aaot evaluate a specific program,it presents expert participants' insights on <br /> where publi.c participatian and coilaborative techniqves have potential to support the challenges faced by state and <br /> local enlergency managers.The CCP/rLG paper also presents the recommendations drawn from these insights.
